Updated Notice on the Application for Green Health Code (For Non-Chinese Applicants)

As the COVID -19 pandemic continues to spread, the Chinese Embassy suggests that you avoid unnecessary international traveling. In order to mitigate the risk of cross-border transmission and to ensure the safety of passengers bound for China, and effective on April 1 2022, the requirements for application of Green Health Code(https://hrhk.cs.mfa.gov.cn/H5/) is updated as follow.

1. Test Requirements

(1) For fully vaccinated people(partial vaccination or receiving two doses on the same day is not treated as fully vaccinated): Two nucleic acid PCR tests with an interval of at least 24 hours and one rapid antigen test are needed.

The first nucleic acid PCR test time should be within 48 hours before boarding the flight.

The second nucleic acid PCR test time should be within 24 hours before boarding the flight(if the flight departure time is after the closing time of the testing site, the sample collection time could be in the afternoon of the previous day and the day before).

The rapid antigen test should be within 12 hours before the boarding(If the flight departure time is in the early morning, the rapid antigen test could be done in the afternoon of the previous day).

All the three test reports with negative results are needed to apply the health code.

(2) For people not fully vaccinated: One nucleic acid PCR test, one IgM anti-body test and one rapid antigen test are needed.

The nucleic acid PCR test time should be within 24 hours before boarding the flight(If the flight departure time is after the closing time of the testing site, the sample collection time could be in the afternoon of the previous day).

The IgM anti-body test should be within 48 hours before boarding.

The rapid antigen test within 12 hours before the boarding(If the flight departure time is in the early morning, the rapid antigen test could be done in the afternoon of the previous day).

All the three test reports with negative results are needed to apply the health code.

(3) Tests should be done at designated sites. For nucleic acid PCR and rapid antigen test, at Rwanda Biomedical Center. For IgM anti-body test, at Bio Medical Center.

2. Flight requirements

Passengers depart from Rwanda to China can transit for only once. Passenger with two or more than two transits will not get the health code.

The Embassy reminds that passengers should get to know the policy of the Embassy in the transit city in advance, in order to avoid inconvenience.

3. Materials Needed for Application of the Health Code

(1) Negative tests reports;

(2) Complete itinerary, from Rwanda to the transit city, and from the transit city to China;

(3)Passport information page, ID and visa;

(4)Vaccination certificates(if have).

4. For people suspected to have been infected  

(1) Suspected infection include: PCR nucleic acid test has been positive, and IgM and IgG antibody has been positive before being vaccinated.

(2) These passengers need to do a recovery confirmation before application of health code. They should first do two PCR nucleic acid tests, if these results are normal, send them to the Chinese embassy's email address: consulate_rwa@mfa.gov.cn and the Embassy will reply to confirm the recovery. The two PCR tests should be done with an interval of 24 hours, and within 72 hours before sending the results to the Embassy’s email

(3) After this reply, passengers should do a 14-day self-quarantine and the health conditions are normal, they can do the tests for application of the health code. When applying, the email reply of recovery conformation should also be provided.

5.  Close contacts/showing suspected symptoms

(1) Passengers who have had unprotected contact with confirmed, suspected or asymptomatic cases are considered as close contacts.

(2) Close contacts or passengers showing suspected symptoms are expected to self-quarantine for at least 14 days. Please monitor your health conditions and take nucleic acid PCR tests on the 1st, 4th, and 7th day of self-quarantine. After completing the above procedures, follow this notice and do the required tests before applying the health code.

The Embassy would like to remind that all passengers going to China should declare the personal information truthfully, including the infection history, history of the people once contacted, personal contacting information and other important information required. If cover-up, changing or forging the test reports are found, accountability will be pursued in accordance with the law.
