As the covid -19 pandemic is currently still severe globally, there is a high risk of the transmission of covid-19 in international travels. We suggest you should not travel if it is not for necessary or urgent issues. In order to prevent the risk of cross border transmission of covid-19 and to ensure the safety of passengers when one is obliged to visit china, starting from February 22, Chinese embassy makes the adjustment on the acceptance requirement of Green health code / health condition statement as follow.
I. ABOUT FLIGHT SELECTION
Both Chinese and non-Chinese people flying to China from Rwanda are supposed to choose direct flight; the embassy of People's Republic of China in Rwanda does not accept application of Green health code or health condition statement that starts from Rwanda to China via other countries or regions. When applying for Green health code or health condition statement one should at the same time upload the materials below: Both negative results for Nucleic acid test and IgM anti-body test as provided by Rwanda Biomedical Center (RBC) in 48 hours before boarding, flight itinerary, passport-held-in-hands photos, certificate of residence in Rwanda (National identity card issued by Rwanda, Chinese national residence visa or a third country stamp on your passport and Rwanda entry stamp).
II. ABOUT THE TRANSFER FROM A THIRD COUNTRY TO RWANDA
1. Regarding the country of origin with a direct flight to China, please do not transfer in Rwanda. The embassy does not accept application for Green health code or health condition statement for such personnel. If one insists to transfer in Rwanda and leads to losses due to failing to go to China, the concerned personnel will be the one in charge of the losses.
2. Regarding the country of origin with no direct flight to China, take into consideration that currently the service of rapid test at Rwanda airport is not yet available. In addition to that, transfer in Rwanda is risky in being infected. The third country personnel please try to avoid coming to Rwanda to transfer when going back to China. If one really have to come to Rwanda to transfer (including taking other means of transport through the land border to transfer in Rwanda and take a plane back to China). Please do the tests, meeting the relevant requirements of the country of origin and Rwanda as well. Apply for Green heath code from the embassy in the country of origin and in the embassy of Rwanda as well. (If you want to upload the relevant materials, please have a reference on article one of this notice).
III. ABOUT THE ISOLATION REQUIREMENT BEFORE GOING TO CHINA
1. All Chinese owning enterprises and projects in Rwanda and intending to return to China must be in quarantine at least for 14 days before boarding. When applying for Green heath code, it is also needed to upload the enterprise and projects issued 14 days quarantine certificate (The template is attached after) by the personnel returning to China. The embassy of People's Republic of China in Rwanda will not provide Green health code to those who do not put the personnel intending to return to China into isolation or those enterprises and projects that do not carry out isolation measures or have a loophole in the prevention and control.
2. As for other situation of both Chinese and non-Chinese citizens intending to go to China, please take good care of personal protection. After taking the test, finish well the home isolation; by no means do not plan again to go out for shopping, dining, meeting friends, going to the bank and other activities, etc. As far as possible arrange a particular and reliable car to take you to the airport. While waiting and boarding, pay attention in strengthening the prevention of covid-19 by wearing well the mask and other prevention facilities, which will decrease to the minimum the risk of being infected while travelling.
IV. ABOUT THE PEOPLE SUSPECTED TO HAVE BEEN INFECTED
If one of the three tests nucleic acid, IgM and IgG antibody has been positive and the Chinese or foreign personnel planning to go to China has not been vaccinated yet, they should send to the Chinese embassy's email address: consulate_rwa@mfa.gov.cn the diagnosis certificate with CT or X-ray results of the lung issued by the local hospital and 2 negative results of nucleic acid tests. (The duration between two times for specimen collecting should at least be 24 hours). After the approval of the Embassy and 14 days of self-isolation with normal heath condition of the personnel, he/she can apply for Green health code or health condition statement.
Embassy of People's Republic of China would like to remind that all passengers going to China should declare the personal information truthfully, including the infection history, history of the people once contacted, personal contacting information and other important information. If found that one has covered up the truth about covid-19 on purpose, by changing or forging the test reports, owning another person's test results, faking covid -19 reports and so on, the legal responsibility will be investigated to that person in accordance with the law.

I certify that: Name, Gender, Passport number, XXX Employee, intending to take the flight XXX to China on X Month X Day, 2021. She/he completed the 14 days of quarantine from X Month X Day to X Month X Day, 2021 in (company's dormitory / hotel / rental house / private apartment / other residential place) in XX city / XX district, XX province, Rwanda, and she/he is in a good health condition with no cough or sore throat, have no fever, without feeble arms and legs and other infavourable symptoms.
