Beijing, October 21st—Liu Haixing, Minister of the International Department of the CPC Central Committee (IDCPC), met here today with a delegation of the Rwandan Patriotic Front (RPF), led by Christophe Bazivamo, Secretary General of the RPF.

Liu said that in recent years, President Xi Jinping and President Paul Kagame have met on multiple occasions and reached a series of important consensus on deepening exchanges and cooperation between the two countries across various fields, charting the course for the development of China-Rwanda relations. Under the strategic guidance of the two heads of state, the China-Rwanda comprehensive strategic partnership has continued to deepen. China appreciates Rwanda’s longstanding and firm commitment to the one-China principle and stands ready to strengthen development strategy alignment with Rwanda, take the China-Africa Year of People-to-People Exchanges as an opportunity to expand exchanges and cooperation across various fields, enhance solidarity and coordination in international affairs, and advance China-Rwanda and China-Africa relations. The CPC and the RPF share similar approaches to governance, have much in common, and also face many similar challenges. The CPC stands ready to work with the RPF to implement the important consensuses reached by the top leaders of the two Parties and the two countries, further strengthen institutionalized inter-party exchanges, enhance strategic communication, and deepen exchanges and mutual learning on party governance and state governance. The two Parties should promote cooperation in trade and economic affairs, youth exchanges, and local-level engagement through the “political party+” channel, and advance China-Rwanda relations through higher-level inter-party exchanges. Liu also elaborated on the substance and global significance of Xi Jinping Thought on Party Building.

Bazivamo said that under the leadership of President Xi, China has achieved remarkable development, providing a valuable reference for Rwanda and other African countries. Rwanda-China friendship has a long history and has grown stronger over time. Over the 55 years since the establishment of diplomatic relations, cooperation across various fields between the two countries has continued to deepen. Rwanda firmly upholds the one-China principle, resolutely opposes “Taiwan independence,” and supports the major ideas and initiatives put forward by President Xi. Bazivamo expressed appreciation for China’s longstanding support and assistance to Rwanda. The RPF cherishes its friendship with the CPC and views cooperation between the two Parties from a strategic perspective. Close exchanges between the two Parties have played an important role in consolidating the Rwanda-China comprehensive strategic partnership and strengthening friendship between the two peoples. The RPF stands ready to further deepen institutionalized inter-party exchanges, strengthen cooperation in cadre training, party school development and other areas, promote practical cooperation across various fields, and advance Rwanda-China relations to greater heights.
Karenzi Karake Emmanuel, Rwandan Ambassador to China, attended the meeting.
On the same day, Lu Kang, Vice-minister of the IDCPC, held exchanges with the delegation.
